The commission has called on the executive and other arms of government to play their respective roles actively and promptly to make the constitution review process a success. The NCCE also stresses the need for extensive public education to ensure citizens fully understand the proposals and content of the draft review.
Some key recommendations from the Constitution Review Committee include:
– Extension of electoral terms: Increasing the tenure of the President and Members of Parliament from four years to five.
– Separation of Parliament from the Executive: Ending the practice of appointing Members of Parliament as ministers.
– Election of local government heads: Direct election of Metropolitan, Municipal, and District Chief Executives.
– Abolition of the death penalty: Removing the death penalty from the Constitution.
– Creation of an independent anti-corruption body: Establishing an independent commission with exclusive prosecutorial authority.
