The Minority Caucus in Parliament has accused Solomon Kusi Brako, the Municipal Chief Executive (MCE) of Birim Central, of accepting bribes from illegal miners in Akyem Oda.
The caucus claims Brako imposed fines on the miners, ranging up to GH¢15,000, without following official procedures or issuing receipts. This, they argue, legitimizes illegal mining and undermines national efforts to combat environmental degradation.
Allegations and Evidence:
Inconsistencies in Receipts: The original receipt was still attached to the booklet, raising suspicions of a cover-up.
Discrepancy in Fines: The Assembly’s 2026 budget reported total fines of GH¢12,813, contradicting the MCE’s claim of collecting GH¢55,000 from illegal miners.
Ultra Vires: The MCE allegedly acted beyond his powers, as the Local Governance Act and Minerals and Mining Act vest the power to impose fines solely in the courts .
Calls for Investigation:
The Minority Caucus has called on the Office of the Special Prosecutor and the Ministry of Local Government to investigate Brako’s conduct, citing possible misappropriation and corruption. The caucus emphasizes that this case presents a critical test for the government’s commitment to fighting illegal mining and restoring public confidence.
